Your architectural problem seems to be that Exim knows nothing
about "a.user". If you can't get that information - say, like you
do for the available ML names - then you're out of luck unless you are
willing to entirely subvert Exim's security mechanisms.

This assumes that Sympa only supports a command-line feed, and
no SMTP feed.
