All users are local users and all have quota exceeded. Problem only
happens when i do a manual
/usr/exim/bin/exim -qq
Queue runners running not from command line does not cause the crash.
It is the default 4.99 with the DBM patch I am running. Running on a
slackware platform. Queue has 225 messages, not all for the quota
exceeded users.

Local or remote user? How many in the queue?
4.99 source exactly, or plus any of the commits since then?
It sounds like you have a way to replicate.
Add a main-config option "debug_store=yes" and do a run.
If this doesn't show any new information we'll move on
to a debug build and coredump analysis - what platform
are you running on?
