I did try exiwhat but it just said "running queue" for most of them.
Well I'd expect a queue runner to be doing that! I'll check to see if
there's any exiwhatwhat program, or a -v flag or something.

I note that these -qq processes had "running the queue (single queue
run)" which seemed odd given the 2 pass nature of qq?
But no deliveries for over an hour of running the queue?
Without qq (but with similar other options) it delivers 99% of a 20k+
batch within an hour.
I was wondering if it was struggling with many runners doing qq?
