People should, in my opinion, carry copies of their passports, visas, registration etc and IF need be, pay the 500 rbls to the militia if they don't accept them. Nine times out of ten, they won't have a problem unless you're drunk in which case double the fine.
Why would keeping in groups help? If anything, they will attract attention and make it easier to steal/cheat you.
