Dear... You need to come to GAI with your internal driving licence and they have to give you international driving licence by what you can drive in Russia. No need to pass any exams or so.
Regarding new cars - it depends on what a car you like to buy, on popular brands/models usually is a line from 1 to 5 months! I work in BMW office here, have frinds in many auto companies. If you choose some model, let me know, i can find the internal info from the company.
