That may very well be the case as each region (and some cities) has a quota for foreign workforce. Obviously if he's working in Rostov, he should be included in the Rostov quota. There are professions, however, that are exempt from this, for example, mass media, photographers and the like who by their profession are required to travel throughout Russia. I work in RIA Novosti, am registered and in the quota of Moscow; however, my job requires me to travel throughout Russia. There is a new law also (I don't know if it's been signed yet) that if you leave Moscow for more than three days, you are to turn in your registration and register in the city that you arrive. Upon your return to Moscow, you must register again. What they're trying to do for those few professions that require you to travel on business is to waive the requirement of having to register so many times a year. I travel at least every two weeks somewhere and the administration dept. in RIA must register me every two weeks as the law stands now.
