Has your friend been stopped by a police or at the border?
My friends and I, have been in and out of Moscow multiple times within the
previous calendar year and we never had any problems.
I don't believe there is such a law. That would be a serious infringement on
human liberties, not that this is unlikely in Russia, but still. I think this
may be connected to his registration. There is a law stating that you have to
receive registration within three days of arrival to any city in Russia.
failure to comply with this law may result in jail.
I would inquire with citizen services at your respectful Embassy.

Has anyone heard anything about a new law that allows foreign passport holders
only 10 days outside of Moscow? Apparently in a given calendar year, one can
only be out of Moscow 10 days? One of my colleagues, who lives in Moscow but
works in the Rostov region spent a few days in jail for being outside the
limit. Any ideas?
