This is a legitimate question, and the answer to it

is not entirely correct. 

I am a U.S. citizen, and I have received a few visas at the Russian Embassy in 
Berlin. 

They DO care about your citizenship, and technically to receive a Russian visa 
at the embassy in Berlin, you DO have to have a German residence permit. 

The first time I wanted to get a visa there, I was told by the young man behind 
the window, "Go back to the U.S. to get your visa," after which I asked to 
speak to his supervisor and after a bit of negotiating (I speak Russian like a 
native) they relented and gave me my visa.

Since your friend HAS a German residence permit, he should have no problems.

But since the whims and fancies of bureaucrats at the Russian embassy in Berlin 
may change, don't take my word for it -- get information straight from the 
horse's mouth -- call the consular department there. I've been able to get 
answers from them over the phone in the past.
