Well, Russian companies do buy apts in Moscow for their needs - mostly these are owned by out-of-Moscow companies who send their employees for temporary job here. If the company here is OOO or whatever else registered as a Russian company or joint venture, why not go into it? For registered rep offices of foreign companies the story is different, though.
