probably we could be useful for each other, because I would love to find a
job in Belgium or in the Netherlands, because my boyfriend is there.

For your information, I have to tell you, that you will need residence
permit and work permit. The procedure is rather complicated and time
consuming. For my American colleague, I've never done it by myself, in spite
of I am a lawyer and know procedure very well, I always pay for special
agency helping in it. It means that you have to arrange your employment and
sign contract before you come here for a job. Probably you will need to make
short trip in here. And your potential company will deal with your papers.

Then, I would not recommend you to use HR agencies, because they are
interested only in employers needs, never in employees'. Make a search in
the Internet and contact companies directly - it is my strategy to search
job in Russia.
