I just found the hard way that the Paris Russian Consulate (and apparently many, most or all others in Europe) now has rules that do not permit foreign non-residents of the country such as France in the case of Paris to obtain a Russian business visa. An American should return to the US for instance.
Some evidence of residence is necessary such as a utility bill. We fortunately were able to produce adequate documentation but not without a few days of worry and delay.
