I have not heard of that new legislation, but I can tell you that if your
wife is the legal owner of the apartment, she can go to a notary and write a
"soglasia" that she gives her permission for you to register (even
permanently!) there at her flat.

It seems to be that there is a new regulation starting from Feb 01 that
would force us to present a lease contract to get a registration
I am an expat and I live at my (Russian) wife's appartmenst with my son Do I
understand well that I should have a lease contract from my wife ? And
present it to the registration authorities ?

The funny thing is that the law starts on Feb 01 and I am back Jan 31st :)
