I've used an agency that charged EUR 150 per person to obtain a French visa
for Russian family members. The agency claims they are paying for one night
at a hotel to satisfy the hotel voucher/confirmation requirement. What they
do in reality is provide a temporary hotel booking which is cancelled upon
receipt of your visa - pocketing the 100 or so euros they claim they are
paying for the hotel.
If your friends have the time, easiest way is to book your own hotel stays
and drop off the visa application at the consulate on Oktyaborskaya in the
morning and pick up the same afternoon. The process is pretty simple - you
call ahead of time and make an appointment, so you are rarely caught waiting
outside for more than 15-20 minutes. Fees were EUR 35 last time we did this
and if the traveler is under the age of 25, the consular visa fee is waived
altogether.
