Small disclaimer: I am not an attorney, but piggybacking is a theft. 
Yes, it believe it  was a general statement. There is no worldwide law that 
clarifies that is legal or what is legal and what is not. But in civilized 
world (which is not Russia) there are federal and local laws that define 
unauthorized use of computer network as crime. for example in the usa:

Advocates compare the practice to:
  a.. Sitting behind another passenger on a train and reading their newspaper 
over their shoulder. 
  b.. Enjoying the music a neighbor is playing in their backyard. 
  c.. Using a drinking fountain. 
  d.. Sitting in a chair put in a public place. 
  e.. Reading from the light of a porch light or streetlamp. 
  f.. Eating another's leftovers abandoned at a restaurant.
Opponents to compare the practice to:

  a.. Entering a home just because the door is unlocked 
  b.. Hanging on the outside of a bus to obtain a free ride. 
  c.. Connecting one's own wire to a neighbor's house to obtain free cable tv 
service when the neighbor is a subscriber.
