I have been to Almaty, Kazakhstan several times in the last several years. I have an American passport. I simply went for meetings and secured a tourist visa each time. None of the visas were more than 30 days. I did not have an invitation. I did get reservations at the Hyatt in Almaty and had the document ready but did not have to use it. I secured the visa at the Embassy/Consulate here in Moscow.
I used Transaero for the flights. You can buy the tickets at most travel agents or at their office near Pavaletskaya Metro/Train stations. They fly to Almaty and to Astana. Hope this helps a bit.
