For what it is worth, we are based in New York and process visas to Russia every day, ranging from 'easy' single-entry tourist visas for American citizens going to Russia to more complicated issues (i.e., this week we had two German citizens, US residents, who needed to go to Russia in 48 hours, three former Soviet citizens, a student visa and several business visas). We provide the invitations as well as the processing. Affiliates in Moscow and St Petersburg can register the visas.
The regulations, and the enforcement of existing regulations, are frankly a moving target and we keep on top of what the Consulate will accept.
