Nick, as I understand it (and others can correct me if I'm wrong), you first 
need to get a residence permit and then can get private entrepreneur status. 
Once you have that, you are legally like a Russian citizen as far as work goes. 
That is, companies that hire you don't have to get permission to hire a 
foreigner, etc. But it's the residence permit (vid na zhitel'stvo) is what 
allows you to cross borders without visas. 

No one is exempt from registration. No one. Ever. Registration is an equal
