Hi Guys, Even if it is not a scam, and Helen means well, I doubt the embassy would ask others to collect personal information in their name to register them for emergency cases.
If you ask me, Helen wants contacts for marketing purposes. Why don't you call the embassy or go to their web site and register there? http://ukinrussia.fco.gov.uk/en/help-for-british-nationals/living-in-russia/registering-with-us/ Registration also puts you on embassy announcement/invitation lists, which can be quite useful.
