This is regulated by the Customs Code, I would suggest you looks at www.customs.ru for relevant documents. I would even suggest that you call the reception of the Customs Federal Service and get the formal advise from them. The “Administrative Reglament” now clearly shows the procedures and timing for the response. Take care if arts were made 50 years ago and before – then the Ministry of Culture is involved in issuing certificates for exports.
