The US Embassy does not do this, but has current instructions how to
proceed. To summarize the main points, you need to get fingerprint cards
from a private organization that is near 1905 goda metro station, then send
the cards to the FBI in the US and request the criminal record check (and
this can take months). Once you have the FBI report you need to get an
apostille from the state government where you reside. After that, the
package needs a notarized translation, which is done here in Russia.  The
Expat.RU website has some detailed info.
