It took me three tries (10 fingerprint cards at the Embassy) in all to get
the FBI computer to recognize my prints and issue the no felony paper.  I
heard about a million reasons why the computer might not have been able to
read my prints, from "you lose your fingerprints when you're pregnant" (I
was) to my favorite, direct from the FBI itself, "some people's prints just
can't be read".  Anyway, the problem, according to the 2 FBI agents who
finally managed to get readable prints, seems to be the kind of ink that ACS
used.  So good luck...and if you have problems, I think I still have some
actual police ink that my mom brought me in case the last sets I did failed.
