non-Russians but cannot pay expat packages and MUST be fluent in Russian)
Degree qualified in construction related subject
Minimum 5 yrs in senior position
Worked for construction companies essential 
Able to manage works on site with site foremen, client liaison, assist in
tender process, BoQ experience etc in essence control the whole construction
process
English a plus
Salary negotiable depending on experience and qualifications
