One person can bring officially up to 65 000 roubles value of goods without any declaration and custom duties. Its more than $2200. So you can easily bring 4 iPads without any risk. There are people who bringing 30-40 iPads on each flight from the US to Moscow. So the custom oficers are trying to find them. If you carry less than 10 Apple iPads officer will not be interested.
