I just did Moscow - Warsaw by train last night. I have a transit visa but 3 non-Russians in the wagon didn't have them. Despite lots of questions, no-one was fined or thrown off the train. It's a risk though but hopefully the Belarussian authorities are taking a more humane approach

Why don't you call Belarus Consulate? Sure these days they will help you
get the transit visa in hours. Russian Consulate in Belarus did same job in
one hour.
