Hi Willy, you may try the services of Alexey Kalushin @ his mob +7 (903) 766 2596 (Russian only!) He is a nice chap who comes over with his electronic devices, tools, cables and God knows what else is needed for such tasks and took from me 6.600 Rubles for material (some 80 m cable, some minor spare parts and get the (existing) dish hooked up to ASTRA and now I can watch my favourite programs in English / German / whatever you want ... to get ready for the football world championship). Of course you need to (have / get) also a HD receiver (it cost me some 400 EUR). (I got my "dreambox" from www.visoduck.com/produkte/00007/ from Germany because it was recommended by someone else to me but have no clues about technicalities; there may be better / cheaper receivers on the market. Technically speaking I have no idea about such things but this is like driving a car, just know how to drive and not bother with anyhing else. At least it worked for me very well ...
