I believe that you can be detained if you do not register within three days of 
arrival. Although, you may not be denied exit while trying to leave with no 
registration, if you catch the person at passport control in the wrong mood, 
they can file an official administrative case against you for breaking the law. 
This could most definitely prevent you from receiving visas in the future.

Even though it's a pain in the ass, I suggest following the rules.
