I had the same problem, & to my understanding the main problem is for the
landlord as its his responsibility to ensure your registration paper is
returned, not yours. In theory, if he didn't return your registration then
he should pay a fine but if he doesn't he won't be allowed to register
anyone in his apartment until he makes good the payment. As for you, I think
you'll be able to register at other addresses without a problem. I don't
think you'll have a problem renewing your visa but you should pay off the
fine to keep you landlord out of future troubles.

 

What I thought was typically Russian was the calculation of the fine. It
wasn't as you might expect the number of days from exiting the apartment
until turning up to pay the fine. Instead, it was based on the number of
days from showing up to pay the fine until the expiry date of the visa,
which in my case happened to be less than the number of days of delayed
payment, & so I ended up paying less money :-).

Hello!
Does anyone know if having a problem with OVIR can lead to problem getting
new
visa?
I come to Moscow regularly on 1 year multiple entries visa.
In july I registered as usual with my cousin at the post office, but when I
left
3 weeks later he forgot to send the registration slip to OVIR. When I cam
back ,
I went again to post office to register and all went well. But 2 weeks later
the
OVIR called and said I had do come by because they could not accept my
registration because my cousin did not send the slip of previous one back.
Also
said I would have to pay between 2000 and 4000 rub fine.
I went but the person dealing with this was out and as I was leaving Russia
next
day, I did not go! But the man told me I should come during my next trip. I
am
here now and so much time has gone, not sure I really need to go. I was for
2
weeks in Chelyabinsk earlier this month and the OVIR there registered me
without
problem.
Only I must renew my 1 year visa when I go home next week.
Any one knows if this could create a problem for this renewal?

IMHO, 20,000r / month for a small room is rich. We know people renting
2-room flats (65 sqm) in the Frunzenskaya na berezhnaya area for 30,000r /
mo.
