I think 20.000 for Kropotkinskaya is a normal price, it´s just the price to pay, it´s the most expensive residential area of moscow, you will hardly find anything cheaper in that area; as a common rule you may say 1 sqare meter = rent 1000 RUB, so the people leaving in Fruzenskaya are very lucky....and Fruzenskaya is already beyond the Garden Ring where prices start to go down a slight little bit
