They changed the restrictions on 01 July 10.. Now it's tax free up to 1000 USD or 1000 EUR..
Call the customs hotline to check this up.

Use usual mail service, registered parcel, they enjoy simplified

Parcels from an individial to an individual is customs tax free up to
10,000 rubles. Dont declare value too low it is suspicious, go between
$90-$95 or Euro equivalent. Registered parcel may take about 3 weeks
to
arrive to a local postoffice in Moscow however customs is not that
strict. Also your friend can track the parcel movement through the
Russian system at russianpost.ru
