What our visa clerk was told when visiting FMS last week was that the new rule says that unregistration is supposed to take place at the border, but that the regulation on what to collect and what to do with it once they collect it has not been completed yet so no one really knows whether it will be automatic, whether the registration slip will be collected at the airport, whether some other un-registration form will need to be filled out at the airport, or what. So for now border officials aren't collecting anything, but they could start doing so at any moment, without notice. So be prepared to give in your registration slip just in case.
Sounded like a plausible explanation to me. Of course the fact that the FMS can just stop collecting any data pending a decision on what they need, and that they are no worse off for having a couple months of missing un-registrations should give them a hint about how much they really don't need to burden people with this progress. But somehow I doubt that the practical lesson will sink in.
