Strictly speaking, under official rules, Americans have to go back to the US -- 
at least that's my understanding.

When you look around the web, you'll find statements that indicate alternative 
options in Kiev, Riga, and Serbia. 

My Russian spoke with the Russian Embassy in all 3 Embassies and for varying 
amounts of money and time in country it could be done. 

I strongly prefer to use an Agent between me and any Embassy. That way, I'm not 
likely to show up and have them tell me I misunderstood. It'll be x more :)

I couldn't find an Agent to use in Kiev; so, I played safe and went back to US. 

Even so, you are very tight on time; so, reality might be that it's simply too 
late to be here by the 16th :(

If something works, please punish it for the next person?
