I ran into this as well. I have to say I'm no 'expert', but I'm not a
newbie at Linux either.
My USRobotics Sportster 28.8 was having a strange problem connecting to my
ISP. It wouldn't kick any error messages, wouldn't give anything but
something like 'ppp failed to initialize'. This bugged me for awhile, I
then tried it as a networking device. That failed as well.
After finally setting up my port speed to 9600 I was able to connect. I
then brought up the speed to 19200, but have never been able to go higher
than that on the straight 'ATZ' or 'AT&F' init strings.
I would guess init string at this point. This sounds similar to the problem
I ran into. After working ISP tech support for many years, at least 50% of
connection problems are phone lines, incompatible modems, and most can be
fixed with a good init string.
After turning the port speed down this works great.
