I have verified on a system I work on that mail is stored in /var/spool/mail
in a file based on the users name, and if they use POP3 to pull their mail
that no directories or files are created in their home directory.

If they telnet into their account and use pine to get their mail, obviously
its a different case.

So it "seems" in my quick testing if you are just wanting remote clients to
pull mail with POP3 from your system you can probably get away with /tmp as
their home directory and /bin/false as their default shell.  I have no idea
on IMAP though.
