I don't use it but it appears to work.
What information is displayed when, as user, when starting tex? My screen
displays this:
This is TeX, Version 3.14159 (Web2C 7.3.1)

And waits for file input.
Do you have all files installed. Do you use KDE. If using KDE have you tried Klyx?
Does texconfig --help work?
