[expert] Cable modem

Hi folks !

A friend of mine would use linux and he has cable modem 
connection with static IP. My question is : if I set up the NIC and it 
comes up at boot time, is the connection established then ? (that's 
the default nature of this under the M$ product) If the answer is yes 
I think I should immediatelly set a packet filtering firewall up for him.
