IIRC, the "FEATURE(rbl)" means that you will be refusing email from
"known" spam sources and known "open relays." This is a question only
you can answer. Do you want to accept email from known spam sites and
open relays? If so, don't use the rbl feature. If you DON'T want to
receive email from them, enable that feature.
