Have you tried the xset command as superuser?

xset dpms a b c
a - standby seconds
b - suspend seconds
c - shutdown seconds

xset dpms 1000 1200 1600
standby in 1000 sec.
suspend in 1200 sec
shutdown in 1600 sec
