I recommend against doing so for security reasons.

Telnet sends passwords and all other data in the clear, which means that
if you do this a sniffer can pick up your root password. Not a good idea.

If you want to log in as root to a computer over the net, I recommend you
install openSSH. There is an excellent tutorial on doing so on
mandrakeuser.org, at http://mandrakeuser.org/secure/index.html.

Once you have done that, disable telnet and take it off your system.
