The answer to your first question (whether one can run out of inode
numbers and left with unused (unusable) space) is yes.  Slackware used
to (maybe still does) allow you to set the granularity of your
filesystem to 4k/2k/1k for this reason.

What the "formula" is for determining how many inodes/files you can have
I don't know, but would be interested in learning.
