I assume you are asking about the bookmark toolbar. If so, this is what
you do.
Go to "Edit Bookmarks"
Create a new Folder (I call it "Toolbar")
Right click on the Folder and choose "Set As Toolbar Folder"
Save your bookmarks and you are done.
