add $ORACLE_HOME/lib to /etc/ld.so.conf then rerun ldconfig as root
IIRC WebDB must be in a different $ORACLE_HOME from Oracle8i, make sure
that both $ORACLE_HOMEs are in the etc/ld.so.conf file
