The permissions of pppd are:

-rwsr-xr-t    1 root     root       184796 dic 10  2000 /usr/sbin/pppd*

(If you execute linuxconf, maybe it changes the permissions)

I use kppp, and works fine.

Have you recompiled your kernel? Have you removed the ppp support?
Try executing...

modprobe ppp_generic
modprobe ppp_async
modprobe ppp_deflate

...before dialing. Do it works?
