The MOST secure way : make a ssh tunel to webmin. To webmin it will look like you are coming from 127.0.0.1 so you can block acces to port 10000 to the outside world and you can set access in webmin only to 127.0.0.1. So the only way someone can acces webmin is to have a ssh account. If someone has ssh account he doesn't need webmin ;)))
