Oh, stupid me. I found the problem. I was trying to get Corel Photo-Paint 9 to install, and PP9 includes menu-2.1.5rpm, straight from Corel Linux/debian. Normally this wouldn't pose a problem, but since Mandrake was smart, and reused debian code for their menu management system, the PP9 code over wrote Mandrake's code and uglified everything. :-)
