If you are using bash as your default shell, insert the
following line into 
/etc/bashrc

export EDITOR="pico"

Just put it near the bottom of the file, be sure to save as
text.
You must be root to change this file so type
su  then enter
enter root password and enter.
cd /etc
pico bashrc
