No, in version 1.3.x, apache 'deprecated' srm.conf and access.conf . This does not mean that it does not accept directives from them, but it is strongly suggested not to use them. That being said, in the default Mandrake configuration, srm.conf and access.conf do not exist, and actually are not set up as 'includes' in the main httpd.conf file.
So, even if you created them, they would not be read, unless you really wanted to do some editing in the httpd.conf file to get apache to read them.
