More that /dev is mounted rather than that dev is loaded.
You can boot with devfs=nomount.

That being said there has been a change in the way dev/MAKEDEV install
and call since the B3 release which was done to allow for the upgrade of
these pkgs Even when /devs is mounted and devfsd is running.
Because of this upgrading from the old to the new can be problematic.
On 2 of my systems running current cooker the dev MAKEDEV upgrades
caused difficulties when rebooting requiring that 'rescue' mode be used
and I still had a hell of a time getting the systems back to where they
would boot even near normally.

My recommendation would be to add dev and MAKEDEV to your skip.list and
use the RC installer to upgrade then when it is released the end of this
week/first of next week.
