You need to create the user and group sshd (any recent openssh rpm will 
do this for you (ie. in updates or cooker).

Simplest solution, if you need sshd running before you can make the 
users, is to turn UsePrivilegeSeparation No in sshd_config.

But I'd recommend creating the sshd user/group so you can take 
advantage of privsep.
