No because lib packages provide lixxx.so* files and these are usually
different between versions.
You can installs multiple version (at least 2 anyway) of libxxx but only
1 version of libxxx-devel.
If all that is required for the pkg you wish to install is the libxxx.so
then installing the older version should fit your needs. 
The best solution though would be to rebuild the pkg for your current
system.
