What are the permissions on /etc/crontab?

I have 9.0 "final" loaded and have 2 problems currently...

when I run crontab -e to add an entry (as root or a normal user)
it creates a temporary file such as /tmp/crontab.24908.  When I
finish my entries, do :wq and try to verify my entries with
crontab -l or by rerunning crontab -e, the temporary file was
never written to a permanent file.  I have not had this problem
previously; is this a known problem and is there a known fix or
am I missing something I need to do?

Also, in trying to set my time I ran date with the -u option
(print or set Coordinated Universal Time).  I need to reset my
system to use CDT rather than UTC.  How do I reset my timezone,
please?
